ARF 35th World Congress Statement

The 35th World Congress of the Armenian Revolutionary Federation (ARF) convened at a time of severe geopolitical and internal challenges for the Republic of Armenia and the Armenian people, including the occupation of the Republic of Artsakh, the genocide committed in Artsakh, and existential threats against Armenian statehood.

Global realignments marked by wars, the failure of international institutions and international law, as well as the absence of effective deterrence mechanisms, have created security challenges for the survival of Armenian statehood and the viability of Armenian communities.

The military-political balance in the region, disrupted after the 44-day war, along with Azerbaijan’s continued belligerent ambitions and the Armenian authorities’ adoption of a false peace agenda, present new security threats.

Both the Turkish-Azerbaijani tandem and Armenia’s ruling regime have targeted national identity values and forces upholding national ideology as their primary adversaries.

Armenia’s security and governance crisis, the authorities’ actions to incite internal hostility and divide the Diaspora, have deepened public despair.

After assessing the situation, the ARF 35th World Congress affirmed:

The ARF declares the construction of a competitive, high-quality national state and the preservation of Armenian identity as strategic objectives and announces a decisive phase in the struggle.

Accordingly, the following strategic priorities have been defined:

• Strengthening Armenian statehood, restoring territorial integrity and sovereignty, and building a democratic, legal, and social state in accordance with the spirit and letter of the Declaration of Independence.

• National consolidation around the agenda of Artsakh’s liberation, ensuring the collective return of the Artsakh Armenians and the realization of their fundamental rights through international legal and political guarantees.

• Strengthening the Armenian Army, defense, and security systems.

• Pursuing international recognition and reparations for the Armenian Genocide.

• Adopting a foreign policy based on national and state interests to overcome security threats.

• Strengthening the organizational structures of the Diaspora and fostering national and political unity around pan-Armenian agendas.

At the same time, the ARF 35th World Congress affirmed:

The removal of the current anti-national and anti-state Armenian authorities is a necessary condition for halting their destructive policies, ensuring the security of the homeland, establishing a viable Armenian state, achieving social justice, overcoming the comprehensive internal crisis, and realizing the ARF’s strategic goals.

The Armenian Revolutionary Federation is resolute and ready to mobilize national unity around the agenda of preserving and developing Armenian statehood and national identity.
