Pashinyan Recognizes Azerbaijan’s Borders, Again Including Artsakh, Despite Aliyev’s Absence in Granada

Armenian Prime Minister Nikol Pashinyan, European Council President Charles Michel, French President Emmanuel Macron and German Chancellor Olaf Scholz adopted a joint statement following a meeting in Granada, Spain on October 5. The website of the EU Council reported this, as reported by Sputnik Armenia.

The document emphasizes the continued support for the independence, sovereignty, territorial integrity and inviolability of the borders of Armenia, the need to provide additional humanitarian assistance to the republic against the backdrop of the massive movement of Armenians from Artsakh (Nagorno-Karabakh).

“Refugees must be able to exercise the right to return to their homes and places of residence without any conditions, under international supervision and with due respect for their history, culture and human rights,” the document says.

Commitment was also noted to efforts aimed at normalizing relations between Armenia and Azerbaijan, based on mutual recognition of the sovereignty, inviolability of borders and territorial integrity of Armenia (29,800 sq. km) and Azerbaijan (86,600 sq. km), as mentioned in the statements of May 14 and 15 July 2023.

The parties also called for strict adherence to the principle of non-use of force and the threat of its use, and emphasized the need to carry out work on border delimitation based on the latest maps of the USSR General Staff, which are at the disposal of the parties.

It is emphasized that on this basis a mutual withdrawal of troops should be carried out and work on a peace treaty and resolution of all humanitarian issues should be completed.

The parties called for the expansion of regional cooperation and the re-opening of all borders, including the border between Armenia and Turkey, the unblocking of transport communications in the region on the basis of full respect for the sovereignty and jurisdiction of countries, the principles of equality and reciprocity.

European leaders called on Armenia and Azerbaijan to release all detainees, make joint efforts to clarify data on missing persons and cooperate on mine clearance.
